Hogs is now in custody as of Monday afternoon, the Tennessee Bureau of Investigation said.

Memphis Police officers have located 4-year-old Rebecca Lewis and the man accused of kidnapping her from her Lakeland Home.

"The issuance of an AMBER Alert is a well-planned and calculated strategy conducted at the state level", they said in a released statement. Rebecca was wearing a pink dress and multicolored trousers. The sheriff says he's "not above a bunch of good ol' boys grabbing that 4-year-old girl".

Judd said Hogs suffers from depression and bipolar disorder. The Alabama handicap license plate on the vehicle is 4JL26.

Hogs does not have a cellphone, Judd said, so law enforcement has no way to track him in real time.

Deputies have been combing every inch of the Lazy Dazy RV and Mobile Home Park in Lakeland, off USA 98, where the family lives.

"Don't you hurt that baby", Judd said.

"We have reached out to Polk County and I'm sure that is one of the first phone calls they made", Rudolph said.

A hospital staff member spotted them and checked the Amber alert.

Detectives still are trying to unravel events leading to Rebecca's abduction. Authorities say Rebecca was last seen Saturday, Oct. 8 between 8 and 10 am in Polk County, South Central, Florida, and is believed to be in extreme danger.

A Lakeland girl and the family friend who authorities say kidnapped her were possibly spotted Sunday night in northeast Tennessee.

Hogs exhibited unusual behavior prior to abducting Rebecca, authorities said. The sheriff's office said their destination was still unknown. "I want whoever out there who can see me, find my baby and bring my baby home", said Lewis.

"We don't know if he has intentional harm planned for this little girl, but he didn't have permission to pick her up", Wilder said.

Hogs continued his journey alone, traveling south to his grandmother's home in Polk City where he stayed Friday night. About 45 minutes later, the sister woke back up and found that Rebecca was no longer in her bed.
