The shutdown is being observed to highlight the grave concern expressed in the valley against the abrogation of Article 35A that came into being through a presidential order in 1954 and gives powers to the state legislature to define permanent residents of Jammu and Kashmir and their privileges. "He is creating a fear psychosis", BJP state spokesperson Anil Gupta said, adding, "His statement - Jammu will be affected far more than Kashmir since no outsider will like to settle there but will flock in hordes to settle in Jammu - clearly indicates the mindset of his party that has always advocated politics of exclusion".
Article 370 also accords the disputed region special status.
The resistance leadership comprising Syed Ali Gilani, Mirwaiz Umar Farooq and Muhammad Yasin Malik in a joint statement issued in Srinagar said, "The ongoing killing spree, genocide of young Kashmiris, hooliganism of Indian forces especially in south Kashmir, NIA/ED terrorism and ploy to change the state subject law in Jammu Kashmir will face stern resistance from Kashmiris". Fundamental rights are also part of the basic structure of the Indian Constitution, which can not be amended at all as the apex court has stated.
The following arguments are put forward against the Article 35A. Even from a political point, the existence of such special legal provisions for Jammu and Kashmir is indirectly an acknowledgment in front of the worldwide community that the state is a disputed territory and therefore, it has a special status within the country.
"Post Ms Mufti's meeting with the Prime Minister, senior BJP functionaries have made it abundantly clear that they will continue to actively seek ways and means to strike down Article 35A".

The NC called for a referendum in Jammu on Article 35A.
