"This should've been handled by now, but I'm going to handle it because we have to handle it".
Kim on Friday threatened the "highest level of hard-line countermeasure in history" in a tirade against Trump's warning that Washington would "totally destroy" the North if the USA or its allies were threatened.
North Korea has been maintaining a torrid pace in nuclear and weapons tests as it accelerates its pursuit of nuclear weapons that could viably target the United States and its allies in Asia.
In an attempt to divide the USA and its allies, a common North Korean tactics, Ri said that North Korea will take action against the US if attacked, but will not target those countries which do not fight alongside the U.S. "The Secretary-General emphasized the need for a political solution".
Earlier in September, North Korea conducted its sixth and largest nuclear weapons test, and it has regularly conducted missile tests as rhetoric between it and the US has continued to rise. In an unprecedented personal statement, Kim said Trump would "pay dearly" for his speech, which he labelled "unprecedented rude nonsense".
North Korea says firing its rockets at the US is now "inevitable" in response to US President Donald Trump calling Pyongyang's leader "rocket man". "But the North is leaving too little room for the U.S. to do so with the latest series of threats and provocations", he said.
"We have no idea about what actions could be taken as it will be ordered by leader Kim Jong Un".
A ban on textile imports from the North will go into effect immediately, the statement said.
Hours before Kim's statement, Trump announced stiffer new sanctions on North Korea as he met his South Korean and Japanese counterparts in NY.
The larger one had a 3.4 magnitude, the group's initial assessment found.
Park Jong-shin, an analyst for the agency, agreed the latest earthquakes might be aftershocks.
A secondary tremor detected after that test could have been caused by the collapse of a tunnel at the mountainous site, experts said at the time.
It was a clear signal to Kim after the tyrant unleashed yet another ballistic missile on Friday, which flew across Japan and landed in the Pacific after a flight of some 2,300 miles - proving USA territory Guam is within range.
