The inmate, Tywon Salters, 21, was fatally shot after negotiations broke down inside Delnor Hospital in Geneva, sheriff's department spokesman Patrick Gengler said. Gengler says the emergency room has been cleared of patients and no one is being allowed in. The SWAT team attempted to negotiate with Salters over the telephone for several hours, but eventually, communications broke down, which is when a decision was made to break into the room to rescue the hostage, police said.
