Manafort's previous bail agreement had allowed him to remain at his tony Alexandria, Va., condo with a Global Positioning System ankle monitor.

Judge T.S. Ellis wrote in a filing published Wednesday that Manafort's "access to counsel and his ability to prepare for trial trumps his personal comfort".

The DC trial is scheduled for September 17, and the Virginia trial is set for July 25. "The dissonance between defendant's motion to continue and motion opposing transfer to the Alexandria Detention Center can not easily be explained or resolved".

"On the monitored prison phone calls, Manafort has mentioned that he is being treated like a "VIP", the filing stated.

Mueller's special counsel team has hit Manafort with three superseding indictments in two federal courts - Washington, D.C., and Virginia - amounting to more than 40 charges related to money laundering, tax and bank fraud, conspiracy, and other financial crimes that largely predate his time on the Trump campaign. Manafort is incarcerated in Virginia, and he recently asked the court to push back the latter trial date, arguing that the circumstances of his incarceration mean he won't be ready for the trial in time. "There is a strategy to it, even in failure, but there's a hope to it".

Manafort has also spoken daily with his attorneys and has had "multiple visits with his legal team" in jail despite claiming to court that he has struggled to meet his attorneys since being moved further away from their offices.

He has his own "self-contained living unit", prosecutors wrote, which has a bathroom, shower, and a bed. Manafort doesn't even have to wear a prison jumpsuit. He also has a personal laptop, they say, with an extension cord so he can use it in his unit and not just the workroom. As he told someone in another monitored phone call: I have "all my files like I would at home". "When the team takes the laptop from the jail, it reconnects to the internet and Manafort's emails are transmitted".

Manafort filed a motion last week asking for his trial to be delayed until this fall, because it was impossible to fully prepare due to distance and with limited electronic and phone access.

Manafort has been jailed since last month after a judge revoked his house arrest. But Mueller's office appeared to throw cold water on several of Manafort's arguments in Wednesday's filing opposing Manafort's request.

Manafort has been held there since June 15, when a judge in Washington, D.C., ordered him detained, partly because of new charges that he had attempted to tamper with witnesses.

"C$3 ontrary to Manafort's assertions about his jail conditions, Manafort is in a private unit in which he can review materials and prepare for trial", the special counsel said in its brief. He instructed the U.S. Marshals Service to move Manafort to Alexandria, as he initially planned. They added that Manafort did not raise questions about his access to his attorneys or documents to prepare his defense.
